Explaining the Estimate of Expenditure for 1892-93 was less than the amount provided in the proceeding financial year as it was ultimately found insufficient for the purpose and that, in consequence, the Lord Commission was happy to sanction a transfer from Savings in order to meet the deficiency and adding that the cost to replace the glass and frames of pictures, and of keeping the pictures themselves in proper condition, is considerable and annually recurrent.
