'Hands Over the City' is a powerful political drama set in Rosi’s hometown of Naples at election time. Politicians of all parties stand to gain from property speculation that is blighting the city.

Developer Edoardo Nottola, played by Rod Steiger, is publicly disgraced after the devastating collapse of an unsafe department building. But he is the man who can secure the Mafia’s block vote.

While actual members of Naples City Council star in the film, Rosi clearly states: ‘The characters and events shown are imaginary. The social and environmental context is real’.
